Optic mounting and zeroing issues?

So I bought an xtriii 3-18x50 mil scope. I mounted it on my Remington 700 with a night force rail, Hawkins precision rings, torque rail to night force specs, torque rings to Hawkins specs to the rail, torques screws to hawkings specs which is 25inlbs, and tried 20lbs. Anyways tried zeroing at 100yards and I'm 10-12mils high. Turret is bottomed out. I counted all clicks from bottom to top and come up with 39mils. Reticle is moving not sure on the adjustments though. Tried this scope on two other guns one was a bergara with a Leupold 20moa rail beded to the action and had same results. Tried it on my zermatt arms action which has a pinned rail and it still won't work on that gun either. All rails are 20moa. Wouldn't this scope have enough internal travel to mount on a 20moa rail? I tried 3 other scopes and they will mount on my 7mag and zero, and they have less travel then the xtr. Any ideas and help

Burris says you have 35 MILS of vertical adjustment. With a 20 moa base you should just get by,in a perfect world. You should not be 10 to 15 mils off. It sounds like a possible scope problem. At 10 to 15 mils off it would be touch and go to use a 10 moa rail. I think you should return it.
 
Did you check if there is a zero stop that you have to loosen?
Are you hitting your zero stop? It is quite common to hit the zero stop if you haven't moved it to account for 20 MOA rail. It sounds like the problem is too consistent to be a bad scope.

Follow your scope instruction on how to set the zero stop or do a search on YouTube. It's very easy to set.

I am unsure which NF rail you have but the top picture is the proper orientation.

It is not R700 but it should look similar to the picture below.

I agree with checking the zero stop. Earlier this year, I picked up a Leupold Mark 5 to try out. No matter what I did, I couldn't get the rifle zeroed because I was out of elevation.

Finally, after giving up and shooting other rifles, I realized Leupold might have the zero stop pre-set in the middle of the elevation travel. Sure enough, that was the issue. I bet your problem is due to the zero stop being pre-set at the factory.

Burris XTRIII are supposed to be factory set at 20MOA down to account for a 20MOA base. Sonit should have been close to zeroed.

The 3.3-18×50 comes with 35MIL of total elevation adjustment. You said you got 39 MIL of travel? Were you dialing while looking through the scope with your rifle secured to watch the reticle move full travel? Could the screws to the turret not be quite tight and allowing the turret to skip adjustment? If it is skipping, 39MIL (390 clicks) could have been 20MIL which would be about right if you were not watching movement.

What rings? Not all are created equal. If your ring caps are too tight, it could be binding up the elevation erector not allowing it to move freely, causing skips too. Try backing the ring caps to 15in/lbs (make sure it is INCH pounds, not FOOT pounds...it has happened and been discussed on here before), and again, watch reticle movement.
