Seems like full builds from kevin get good reviews, but I've had work done by "him" and had several problems-- personally I wouldn't use or recommend him.
Ditto - Check him out; many of the PRS guys at Ft. Carson use Shane

He's booked at the moment but Greg of Gre'-Tan Rifles is at Rifle, https://www.gretanrifles.com/ is another option, if you do not need it for this hunting season.
Kevin at Weaver Rifles did a full custom inlet on a McMillan Game Warden blank stock for me. The rifle is super consistent and I have had the barreled action out of the stock quite a bit. It's nice and tight we're it should be. Floated and relieved were it should be and the lines of the action look good in the stock. I'm happy.

I have a Remington 700 30-06 I bought in the classifieds here from another member that he verified was built by Weaver. My hand loads using 172 grain Impact bullets are shooting 1/4' 3 shot and sub 1" 5 shot groups. I'm pretty impressed with those groups from a 22" mountain rifle barrel. The action is the smoothest, tightest, solid feeling 700 I've ever felt.
I have to give a mention to Gre-Tan too. I have a Remington 700 in 6.5 WSM he built, it's a shooter. 1/2" 5 shot groups.
