Setting up a dummy round for smith to throat to. Plan on shooting 205 Elite Hunters and maybe some of the hybrids. I'm sitting about a 3.1" OAL. Have the bottom of bearing surface just above neck junction. Seem right??

It looks right for avoiding the donut issue.
If you are single feeding, length isn't a constraint.
If it has to feed, then the other parts must coordinate.
Does your action and magazine support the extra length?
 
I seat .005"-.010" above the shoulder/neck juncture, this avoids the pressure ring, or donut as some say.
You will need 3 dummy rounds for your GS to measure accurately.

It does seem right. Below is an excellent video to illustrate what you are trying to accomplish.



Does 3.1" COAL give you enough clearance on your mag (internal or DBM)? Below is my .338 Thor with 300 Berger (3.7" touching the lands).
