Based on the berger 55gr FB target bullet at 250 yards with 20mph of wind the wind drift is 21.46" at 250 yards. And 20mph of wind or more is very common during winter in SE Michigan and I am sure a lot of other places.
With a 243 and 95gr Berger that is reduced to 7.8" of drift under the same...

Thats right, with my243 Ackley if I putz around too much with load development I might use up 25% of the barrel life...

I dont know how Hornady's comparitor is made, but I have attached an image of the case dimensions which give a dimension of 1.56" to the start of the shoulder. Trust in a proper go gauge. Then if it gets sent back to the factory the results will match.
So closing the bolt with no round chambered is perfectly OK and you only get the resistance with a factory round ?
You could consider getting or borrowing a "GO" headspace gauge and seeing if the bolt will close on it. If not, then you have confirmed that something is wrong.
