Sounds like the OP has trouble shot a few things on the rifle. One thing to try is to torque down the front gaurd screw tighter and see if it changes POI. This can be an indicator that there is bedding issue if you see a POI shift.
FL die to chamber compatability in factory chambered rifles is all over the board as we all know. It is rare for me to over cam when sizing my current rifles brass, but I have a couple that need it. I agree the OP"s brass is out of spec/bad, .006 variance on the shoulder is a lot.
How much shoulder bump are you seeing FL sizing new brass? I generally lower the expander ball on FL dies and just make sure the necks are where I'm going to be loading them. Saves having to lube and then clean them, normally there is little to no resistance sizing new cases
Have you measured any fired cases out of the rifle? If not I would load and fire the cases that will chamber to get some measurements of the chamber. Think I would have your gunsmith have a look at it before you bump the shoulders back on the brass.
Give the modified case mouth a little inside neck chamfer and see if that helps. Also you could load up a dummy round to Sierra's OACL and try it in the gun.
I shot factory loaded 30-06 with the 175 TA. In my rifle they are .0870 off the lands. In three different outings they shot 3/4" or a little better. MV was 2740, finding this bullet has been impossible. Will be interesting to see how they perform when pushed harder.
