you may want to look into joining the Varmint Hunters Association.
There is a lot of useful info published in there & there are plenty of outfitters advertising in it.
Here is a list of things that I figured out would be nice to have on a Prairie Dog trip.

Some friends & I used the CCI standard velocity 40gr round nose to shoot smallbore sillouette last year. It did fine. I think we are going to try the federal automatch this year & see how it does.
I have a 7mm08 in the same model. Mine will shoot under .5" 3 shot groups.
I suggest shooting 3 shot groups & letting the barrel cool down between loads.
I think that you will enjoy this rifle & it will be hard to leave at home when you go hunting.
If you don't want to go back with the 25/06, then i would seriously consider the 6.5/06.
The 6.5-284 is a good choice too.
I personally like barrels from Hart, but I am sure the other makers are very good too.

Some 22-250's will shoot some 55gr bullets. I have one that will shoot the 55gr Nosler Ballistic Tip very well. It will put 5 shots in a little over 3/8 of an inch.

With the budget you have, I would pickup a good used Remington & see how it shoots. If it did not meet my expectations you should be able to have a good smith blue print the action & adjust trigger on it & come in below budget.

I can vouch for Sierra's tech suppoert line. They were very friendly & helpful when I called as well. I have not spoken with anyone else, except for an e-mail or two to Berger. They seemed ok, not as nice as Sierra though.
The 243 would be a good round for what you have described. The 9-1/8 twist should stabilize all but the heaviest of 6mm bullets. I believe that Hornady recommends a 1:9" twist for its 105gr A-max.
I have a friend that has a Ruger #1 in 6mm. He shot an antelope at 350 yards with a 107gr A-max. That tells me that his rifle did not have any trouble stabilizing this bullet.
