I think what's happening is that your friend is thinking about where the bullet hits the mark.
He's come to the realization that cartridge differences don't necessarily mean bullet differences.

This. A standard 7mm/08 is very similar ballistically to a 6.5 creedmore but you can get heavier bullets in the 7mm/08. 7mm/08 may kick slightly more than a 6.5 creedmore, so creedmores are preferred for target's where you don't need a choice of heavier bullets and you are firing lots of bullets.
Too little information. You are assuming either the rings are bad or the scope is bad. Installation technique is important. The base is important. Installation of the base is important.
If you will be putting a scope on it, I recommend a 1-4 or 1-6. In a lot of Virginia hunting, you simply can't see very far and the shots will be close as you said.
So having the wide field of view of the scope at low power is an advantage.
You have to compare the field of view at the same power. The 2x field of view for the 2-12 and 2-7 would probably be quite similar and better than the 3x field of view on the 3-9

I agree. By choosing the proper Talley Light Weights, I would think the scope could be dropped at least 1/4" which is a lot.
Probably will still need the cheek pad, but keeping the cheek pad low/thin is still best.

I've always thought the 257 Weatherby makes more sense than most Weatherby cartridges since it is a super flat shooter while it's heavier loads have recoil like the lighter end of .270 loads.
I like the Talleys on a bolt gun because they don't get in the way of the open bolt area like a one piece rail and can be aligned easier than a two piece rail setup where you have two seperate rails and two rings.

Weatherby Vanguard s2 comes in 7mm-08. Recoil is light. My wife picked that rifle and I picked he cartridge for light recoil and effectiveness on deer. She shot her first deer with it this season. I enjoy shooting it better than a 30-30 Marlin 336.
