I would get behind the scope and check the eye relief. You should be able to tell if it moved.

Are you dialing the scope or holding over? How are you validating the 7" drop at 200. Are you using your 100 yard zero, not adjusting...

My guess is two different powders loaded to result in the same pressure would have the same felt recoil. I dont suspect velocity...
