It is not lacquer; it is a 2-part epoxy developed by DuPont for Remington in the 1960s. Most paint removers do nothing to remove it. A heat gun and scrapper work best.

Forget the width, seems to me you'd need a sight tall enough to be able to aim at a target and not the sky! The rear sight opening need to be wider than the front blade so that you can center the blade visually.
If you switch out of the factory stock to the Hogue OverMolded Stock with the aluminum bedding you will see a huge improvement in the groups it will shoot.
One thing I learned early on with pistol case reloading: Always do a "plunk test" with your reloads. Drop a reloaded round into the pistol barrel chamber to be sure it goes all the way in.
I have a Burris 3x12 scout scope and it is great, but they are hard to find. I don't know of any other manufacturer that makes one. Vortex makes a scout scope but it is a lower end model.

The problem I see with that chassis is that it is set up for an optic, but there is no way to acquire a cheek weld with the telescoping butt section. A folding stock would be a lot more usable.
90% of the time, free floating the barrel helps accuracy. When I bed an action, I also bed the first inch past the receiver. Otherwise, I free float all my rimfire barrels.
