If the tag they draw is a B tag they can still buy the OTC A tag (elk for example) or apply for an A tag in the second or leftover draws. </p><p></p><p>Remember this there are well over 1000-2000 tags that NEVER get drawn each year because no body applies for them.</p></blockquote><p></p>
