I've worked on many big dam projects as a former state administrator, most of which were primarily regulated by FERC authority. One of the last large projects I was involved in before retirement was the review of a long power line project carrying Canadian hydroelectric all the way down to NYC. Albany took over the project because it was international. It didn't seem to be a problem for them to have provide hydropower to their constituency in the Big Apple, as long as it came from somewhere else. Water keeps coming, and so does it's energy potential. The only problem with dams can be overcome with proper design. Those being fish passage and maintaining flow of cold water to downstream reaches. I worked hard to obtain public access for fishing.
