Bolt action .223

As good as you get in that price range. Some homework is already done for you.

 
I had a Remarms ADL in .223 on order and then switched to a 7mm RM instead. Stuffed the barreled action into a used KRG Bravo stock. Total package was well under a grand with enough money left for a Geiselle trigger whenever they become available again. The rifle shoots sub 1/2 moa with the stock trigger and 180gr ELDM handloads.
 
I have a custom R700 with a 1/10 twist if it interests you at all. Low round count and an absolute tack driver. I've found that 1/10 to be a great twist for the .223. Not super fast where I'm limited to very heavy for caliber rounds, but not so slow that I'm limited to light rounds. Currently a 60 grain NBT load for it that it hammers, but also shoot 77 TMK's into bugholes.
