I have a Leupold RX-IV TBR and have ranged reliably out to 885 on reflective targets and animals out to the high 600's. Not the best there is but hard to beat for the money.

I have 5 A-Bolts and 1 X-Bolt. The only modification was adjusting the trigger down to 2.5 lbs which is done with a screwdriver. Every one shoots better than necessary for hunting.

Browning X-Bolt Stainless Stalker topped with a Leupold VX3 4.5-14X40 will run you about $1,600 and is capable of your accuracy goal, or better. Personally, I would opt for 7mm Remington.
