You can go around the sheriff by forming a corporation or trust. I'm not a lawyer or anything so do your own research but it is done quite often.

If it's just a one time deal you'd be better of buying a Ti Rem or Browning and stripping it down. Ti is expensive and machining it is not easy or affordable.

Bedding and playing with the trigger are as far as i would go. The rifle is shooting plenty sub MOA at 300, not bad for a $330 710.

The receiver should not have to be touched again. All you should have to do is headspace.

The best results I have seen have been from Savage and Tikka. your mileage may vary. I prefer Tikka of the two.

I would suggest looking at the Nikon D40x.
