Federal 200 eldx shoots good from my tikka. I was looking for Hornady to see if it liked the bullet and came across the Federal so tried it. Shot well under an inch. Sighted in for a cow elk currently

I believe the RUM has more taper and will hit the outside edge of the WSM shoulder.

Try a bit more neck tension on the hammers or use a lee FCD to incrementally crimp 1/8 turn at a time and those hammer groups will tighten up. All great groups there but hammers like a bit more neck tension

Just the die. Mandrel expands inside of the neck. Assuming you don’t want to expand your necks after sizing then you do not need a mandrel in addition to the die to fix your 0.557” base diameter
